It is an unfortunate but true that government funding often disregards the most important institutions when it comes to the all-important donation of funds game. Section 42 always gets its share of moolah from the nice folks at Parliament Hill, but when the bulk of their calculations have one answer, the result is a very dismal productivity rating. Maybe if the government threw more money at Section 42, more would get done. Or maybe not...
